Vale a pena distinguir duas palavras: hardware é o objeto físico, software é o que funciona sobre ele. App é um programa de celular, program é a palavra mais antiga, de «computador de mesa».

Quando algo não funciona
- It's not responding.

- It won't connect. (won't significa que se recusa)
- I'm getting an error message.

«It won't start» é a forma natural de dizer que um dispositivo se recusa a funcionar: aqui won't significa recusa, não futuro.
Como descrever um problema com precisão
Impreciso: It doesn't work. Melhor: It turns on, but the screen stays black.
Dizer o que funciona é a forma mais rápida de delimitar o problema, e numa conversa técnica é a diferença entre uma mensagem útil e uma inútil.
Três perguntas às quais qualquer conversa com o suporte técnico se resume:
- What exactly happens? — It shows an error message saying "connection refused".
- When did it start? — After the update on Tuesday.
- What have you tried? — I've restarted it and reinstalled the app.
Comunique o que você observa, não o seu diagnóstico. The Wi-Fi's broken é um diagnóstico, e normalmente incorreto. My laptop connects but my phone doesn't é uma observação, e aponta diretamente para a causa real.
