Recognising an English sentence and producing one are different skills, and this is where the second begins. The order here is the order a sentence assembles in: the verb to be first, because without it a subject cannot be joined to a noun or an adjective at all, then the pronouns that fill the subject slot, then there is for saying something exists, and only then the present simple and the machinery of negatives and questions.
